Who We Are

The Malaysian Technical Cooperation Program (MTCP) was established in 1980 as Malaysia's contribution to the South-South Cooperation initiative. It is conducted through the sharing of Malaysia's development experiences and provision of training and technical advice in key areas that are important for the development of a country.

MTCP is premised on the principle that the development of a country is dependent on the quality of its human capital and resources. MTCP emphasises human resources development mainly through training; short-term courses in public and private Malaysian training institutions, and long-term courses including scholarships for eligible participants to further their studies in Malaysian universities. Other forms of assistance include professional advisory services, despatch of Malaysian experts and customised training programmes.

AM I ELIGIBLE TO PARTICIPATE IN THE MTCP COURSES?

MTCP courses are applicable to government officials from 144 MTCP recipient countries. Please check the list of eligible countries before applying.

HOW CAN I APPLY FOR THE MTCP COURSES?

Applications should be made using the MTCP online system. To start the application, select the desired course and click "Apply Course" to generate a new application form. Complete the initial personal details and upload a passport photo to receive a "Saved Draft" link via email. This draft must be accessed using a unique OTP and submitted within 7 days before it is automatically removed from the system. All sections of the form must be duly completed, including the submission of a self-introduction video link. Once submitted, the final form must be printed for further action. The applicant must undergo a mandatory medical check-up found on page 4, and ensure the employer completes the relevant sections on pages 5 to 7. Completed forms must then be endorsed by the candidate's Ministry of Foreign Affairs and submitted via diplomatic channels to the nearest Malaysian Embassy or High Commission.

HOW CAN I CHECK FOR THE AVAILABLE COURSES OFFERED UNDER THE MTCP?

Please visit our List of Courses for more details. The application will usually be opened at the beginning of the year and the deadline is one (1) month prior to the commencement of the course.

I HAVE PARTICIPATED IN THE MTCP COURSES BEFORE. CAN I STILL JOIN OTHER COURSES?

A person is eligible to participate in one (1) in-person MTCP course ONLY throughout lifetime. Should you have attended online course and would like to apply for in-person course, your application shall be considered, however, the selection process is strict.
